Changes to the Federal State Educational Standard as part of state regulation of the activities of higher education institutions

The article is devoted to the research and discussion of issues of standardization of the higher education system, namely the frequency of changes, updates of the State Budget, the Federal State Educational Standard and the consequences of their implementation. Standardization of education is necessary in order to streamline the educational process through the development and approval of uniform norms, rules and requirements. The article considers not only the historical aspects of the creation and reform of the standardization of the higher education system, but also studies the content of the Federal State Educational Standards adopted in the period 1999-2023, taking into account changes and projects. The purpose of the article is to investigate: issues of standardization of higher education processes; to review standards approved in different periods and their changes; to systematize the results of the study. The authors independently formulated the problems associated with the introduction of the State Educational Standard, the Federal State Educational Standard and the introduction of changes. Based on the results of the analysis of the adopted changes, a conclusion and proposals on the modernization of higher education standards at the present stage are formulated. The article presents an analysis of research and publications by various authors on the topic. The results of our own research are described and the problems are identified. Specific proposals have been formulated and prepared.
