Changes in the territorial institutions of the Voronezh province as a result of reforms of the provisional government

The article discusses the local authority reform under the Provisional Government. The author analyzes the facts and processes that accompanied the democratic transformation of the Zemstvo of the Voronezh province, draws a conclusion about the absence of wide support to Voronezh Zemstvo from the local population.
