The article analyzes the possibilities and needs of remote monitoring of the shelf in the coastal segment of the Global Ocean Surveillance System (GOS) using systems and methods for measuring the scattering of ultrasonic (sonar) and electromagnetic (radar) waves by the sea surface. The main attention is devoted to the design of the technical foundations of the ultrasonic method for monitoring water area, in which the modes of ultrasonic irradiation with signals from the bottom of the surveyed water area are implemented using various effects of nonlinear acoustics. Within the framework of the possibilities of solving the inverse scattering problem — determining the parameters of the sea surface by the characteristics of the signals scattered by it — the main attention is paid to the applicability of a selective ("resonant") backscattering mechanism corresponding to the Bragg –Wolfe condition. Based on the analysis of the available results, it is proposed to expand the possibilities of a method for measuring the parameters of the rough sea surface, which is promising for use in the coastal segment of the general marine monitoring system.
