Social problems study in the region as a necessary condition for the formation of market relations

The article deals with the problems faced by Kuzbass during the breakdown of old socio-economic relations and the construction of new ones. The most important obstacle to the construction of new socio-economic relations was the human factor. The authorities at all levels were convinced that the market itself will put everything in place. This ill-conceived policy has resulted in millions of people being left behind and unable to fit into the new socio-economic relations. Especially with the big problems facing such difficult regions as the Kuzbass. There are a large number of single-industry towns serving mainly the coal and steel industry, and a significant number of social problems have accumulated over the previous decades. All these reformers did not want to take into account. As a result, the economy of Kuzbass was collapsed and a huge number of residents of the region could not take advantage of their adaptive capabilities. Already in the course of unsuccessful reforms, the new leadership of the Kemerovo region decided to rely on the help of University science. On the instructions of the regional administration Kuzbass scientists analyzed foreign experience in solving social problems, summarized the already accumulated domestic experience and offered their recommendations to improve the adaptive capacity of the population in the new conditions. And as a result, at the turn of 1990-2000, the situation in Kuzbass stabilized.
