Yakutsk region in the administrative reforms of governor-general N.N. Muravyov-Amursky

The study discusses the mid-19th-century activities of the Governor-General of Eastern Siberia N.N. Muravyov-Amursky aimed at increasing the administrative autonomy of the Yakutsk region. The region was headed by the regional chief with the regional government subordinate to the Irkutsk provincial government. Based on unpublished archives, the author investigates Muravyov-Amursky’s inspections of the administrative and territorial system of the Yakutsk region. He managed to arrange the communication with the Okhotsk-Kamchatka Territory and aimed to strengthen local authorities, increase the management staff, popularize agriculture in the Territory, reduce the impact of the trade estate on the population of the region. The reforms of N.N. Muravyov-Amursky resulted in the increased autonomy of the local administration by introducing the institution of governor in the Territory. The new system was enshrined in the Regulation on the Governance of the Yakutsk region in 1851.
