Potter box and special features of the German making decisions process in terms of the migration crisis

The paper analyzes theoretical models of the whole making political decision process and special features of it in Germany. The so called Potter Box considers as one of the traits of the taking political decisions procedure in Germany during the actual migration crisis; and in this field «Nine items of the Merkel’s anti-terrorist program» are studied. The author is reflecting government measures to solve the migration crisis problem taken and being taken by the German power, and theoretical and practical necessity of the fight against terrorism. She is also trying to answer the question what the «Nine items of the Merkel’s anti-terrorist program» is: the Potter Box or decisionism shadow?
