Language as a sociocultural phenomenon: problem statement

The article substantiates relevance of comprehending a language as a sociocultural phenomenon. The author describes key functions of the language -communicative and thinking-generating, considering the language as an integrated part of a culture. The paper also emphasizes the role of information and communication in transformation of the Russian culture and particularly the language.
