In the city environment there is a combination of different language formations (idioms). Тhat is why the description of a language situation of a city first of all demands the consideration of all variety of idioms functioning in it: literary language and its variations, nonliterary colloquial speech, local dialects, various sociolects etc. Frequency characteristics of phonetic features are analyzed in the article on the material of the Perm city speech. The fact that city language possesses some general set of units which are realized in speech of different townspeople with different frequency is demonstrated. Taking into account the probability characteristics in procedure of the description of city language allows to reflect homogeneity and heterogeneity of object simultaneously. Methods of description of city language and speech of different social groups in it should base on the identification of a set of language units used in a city and their probability characteristics, and then pass to an identification of frequencies of these units in speech of different social groups and separate individuals.
