Effective government financing: issues of forming a register of subsidies for other purposes in the state integrated information system “Electronic Budget”

This article reviews the innovations introduced by the Decree of the Government of the Russian Federation dated 11.11.2023 No. 1896 “On Approval of the Rules for the provision of Subsidies from the Federal Budget to budgetary and Autonomous institutions for other purposes” (ed. Decree of the Government of the Russian Federation dated 09/11/2024 N 1248), areas requiring special attention from departments involved in administrative and legal regulation in the field of public finance, as well as possible ways and methods of optimizing these areas. The relevance of the study is determined by the high importance of increasing the efficiency of government spending by introducing digital technologies into the budget process. The new functionality of authorized persons in terms of the formation and approval of subsidies for other purposes is investigated, and a possible vector for the development of the integration of innovative digital technologies into the budget system of the Russian Federation is determined. The article suggests additional measures to improve the efficiency of government spending by introducing regulatory regulations for the formation of prospective applications for subsidies for other purposes from federal budgetary and autonomous institutions.
