Effective management of industrial waste as a condition for rational usage of the earth subsurface

This article discusses the problematic aspects of managing mining waste products in the Russian Federation. The author of this paper outlines five groups offactors that determine the feasibility of technogenic formations as a source of industrial stocks of valuable components. This paper also analyses the legal framework regulating relations in the sphere of the earth subsurface used. A conclusion was made about the need to allocate a management system of mining industrial waste in independent areas of institutional regulation.
