Effective management of the labor streams system as a condition of sustainable development of the regional industrial complex

The article presents the rationale for the strategic management of the labor streams system (STP) industrial complex as the attracted component of the flow of human resources in the region. The proposed selection criteria of strategy the dynamism of the external environment, the development of the labor streams system and potential reserve of STP. The nomogram of strategy selection depending on value criteria. In the Ivanovo region example a rationale for a proactive strategy of development of STP as the most efficient for the current conditions.
