The effectiveness of innovative interaction: methodological approaches and empirical assessments

The transition to an innovative trajectory of development is a prerequisite for sustainable economic growth. At the present stage, digitalization is a necessary condition for increasing the competitiveness of national innovation ecosystems. Digital transformation processes have an impact on the interaction of innovation actors in various sectors of the economy. There is a need to analyze and research the development of innovation in the digital era. Analysis of the methodological approaches of foreign and domestic authors to modeling the assessment of innovative activity, showed a limited area of their application to assessing the effectiveness of innovative development. A conceptual approach to the integrated assessment of the effectiveness of interaction between the subjects of the innovation ecosystem has been developed. A method is proposed for constructing an assessment of the effectiveness of innovative interaction between the state, science and business as components of the national ecosystem using the ideas of DEA analysis. The results obtained make it possible to carry out a comparative analysis according to the selected criterion both at the level of countries and at the level of territorial units of observation. At the same time, quantitative indicators of the measure of mutual influence and interdependence of the state, science and business as structural elements of the national innovation ecosystem form scientific information and analytical support for increasing the efficiency of decisions taken by public authorities in the field of support and development of innovative activities, taking into account the peculiarities of the development of national and regional socio-economic systems.
