Efficiency of the Stavropol Territory human resource potential utilization at the municipal level: sectoral profile

The article is devoted to the identification of structural territorial and sectoral imbalances at the municipal level so as to obtain a reasonable assessment of the creative and degradation characteristics of municipalities. This urgent task is quite acute, as structural deformations have begun to intensify under the influence of external sanctions restrictions. The processes of polarization relate not only to the structure of production and employment; they also increase territorial differentiation in labor productivity, negatively affecting the quantitative and qualitative characteristics of the human resources potential of the territories. The results of studying the influence of structural factors on the level of labor productivity in the context of types of activities in all urban and municipal districts of the Stavropol Territory are presented. The tendency toward shrinking in the sphere of material production due to the expansion of trade and services leads to an acceleration of the process of intraregional divergence and an increase in the gap not only between local territories, but also within the same industrial complexes of the region. Structural deformations are also manifested in the significant expansion of the budgetary sector of the municipal economy, which narrows the possibilities of the innovation and technological modernization process in such districts. The polarization of intraindustry development across territories also provokes the outflow of the professionally competitive part of the human potential and reduces the creative potential of the territory. Taking into account the weaker positions of the Stavropol Territory in comparison with other RF constituent entities, the effect of structural factors exacerbates its lagging behind other regions. In this regard, to carry out a comprehensive assessment of the potential for the development of industries to ensure conditions for a more balanced socio-economic development of municipalities and the Stavropol Territory as a whole.
