Efficiency of the recruitment policy of the agrarian sector and direction of its development

The main purpose of this article is to consider the issues of formation of an effective recruitment policy, not only at the level of the agrarian sector of the economy, but also in the context of its individual sectors. The need for planning the basic parameters of the sectoral recruitment policy development in the framework of the State Program is emphasized, since at this stage they are practically absent. On the basis of the proposed system of indicators, an assessment of the effectiveness of the use of human capacity was made and trends in the development of regional recruitment policy in such an important sector as crop production were identified. The process of the implemented modern technologies influence on the composition and structure of human capacity and the effectiveness of its use for 2008-2018 in the crop production are analyzed. The classification of professional competencies imposed on modern personnel by employers has been substantiated. The ratio of the level of productivity and wages of workers, affecting the achievement of the agricultural production efficiency positively is considered. Since the quantitative and qualitative parameters of the human capacity of the agricultural sector at any level of its management, both for the immediate and strategic perspectives, are formed at this stage of social and economic development, directions for the development of recruitment policy are proposed.
