Efficiency of municipal authority as a model indicator (on the example of the Moscow region)

In the Moscow region, a regulatory and legal framework was developed to monitor the effectiveness of municipal authorities. Making measurements of the effectiveness of municipal authorities through open voting by residents is comparable to the plebiscite foundations of democracy, when the citizens express the final decision on confidence or mistrust, and the state power in the person of the governor becomes the executor of the will of the people. The effectiveness of evaluation is based not on the fulfillment or failure of obligations of the municipal elite, but on the perception of the inhabitants about the quality of the services provided, the attitude to the municipal authority, the trust for the municipal elite.
