Efficiency of public property management: concept, approaches, criteria

The article addresses the methodological approaches to the definition and evaluation of public property management efficiency. It formulates dependence of objectives and criteria for public property management on purposes of state and municipal management. The article criticizes common approach, limited by only assessment of economic (or budget) efficiency. Examples are considered from the practice of legal regulation of public property management. The author concludes that, given the special nature of public property, the scope of legal regulation should include an assessment of its social effectiveness, the criteria of which are currently poorly developed.
