Environmental investments through the prism of a program-targeted approach

Investment programs in the environment are implemented through the distribution of financial resources through the federal budget. In terms of the implementation of environmental programs in the Russian Federation until 2030, the national project “Ecology” has been launched. In total, funds from budgets of various levels in the amount of 3.8 trillion rubles should be spent before the end of the declared period. At the moment, this project is one of the most significant transfers of the state to the ecology and social infrastructure of the country. All economic and financial relations in the planning and management of the implementation of regional programs included in the above-mentioned project have a vertical character. For example, the Ryazan Region belongs to the industrially developed regions of the Russian Federation, for many decades it developed as an industrial cluster with a powerful complex of defense enterprises, which were built, as a rule, without taking into account the requirements of environmental safety of the population. The Ministry of Nature Management of the Ryazan Region constantly reports to the state bodies of the region on budget execution. So on 01.01.In 2022, budget expenditures in the amount of 594.6 million rubles were approved, the execution amounted to 546.8 million rubles. or 92%.
