Basing upon the analysis of theoretical ideas about the rule of law, the article considers the environmental rule of law in its temporal and spatial relationships. The author defines the content of the environmental rule of law manifested in its static and dynamic relationship, which allows the author on the basis of the theoretical theses to identify the main ways of improvement of the Russian environmental law enforcement, bridging the gap between its statics and dynamics.
