Ecologic and legal provision of coal industry of fuel power complex

The strategic aim of modern state ecological policy in energetics is provision of safety and steady development of fuel power complex, decrease of negative effect of its branches, including coal mining and coal refining branches, on the environment. Achievement of this goal requires improvement of informational, etc. functions of regulation of this branch of economy, including state registrations of mines and other objects of under-earth and open-pit mining as dangerous production facilities, conducting ecological monitoring, etc. Coal companies should meet the requirements for mining works stated by ecological, natural resources and special (energetic) and other branches of legislation. Moreover, this is a necessary condition of ecologically determined development of coal industry. Increase of effectiveness of ecological and legal provision of coal industry requires elimination of existing gaps and collisions in the legislature, which prevent from optimal regulation of relations in the sphere of coal mining and formation of non-contradictory law enforcement practice.
