Due to the technological features of the housing and utilities sector and the conditions for the formation of modern life support systems for territories, most utilities, and primarily those related to the network supply of resources, occupy a monopoly position in the territory they serve (they are local monopolies). In conditions of limited financial resources and delays the receipt of revenues and scarcity of municipal budgets, the growth of tariffs for products of natural monopolies, abolition of the system of advancing supplies utilities gas, electricity and heat natural monopolies, the introduction of new types of materials, shapes and methods of production of services in the housing complex remains a severe problem and determines the relevance of the research topic. Despite the fact that the design of panel houses has significantly improved over the years, in terms of providing the necessary heat resistance of the enclosing structure in panel houses, both old and new, there is still an acute problem of reducing heat loss. In addition, due to leak-tightness, moisture enters the enclosing structures of panel buildings, which leads to a significant deterioration of the design thermal characteristics. The presented research is devoted to the economic efficiency of the use of resource-saving technologies in the hot water supply system of civil buildings.
