The article discusses economic culture as a regulator of public economic behavior. The author substantiates correlation between the economic behaviour of Russians and special features of social and cultural development of Russia, historically shaped economic mentality, circumstances of the economic culture development. All these factors should be considered when forming the policy of Russia' economic development.
