Economic essence and maintenance of the public debt

Article is devoted to a research of the theoretical aspects of a public debt allowing to disclose its economic essence and the contents. The author allocated a concept, functions and classification of a public debt. Assessment of the impact of a public debt on development of the modern state is given.
