Economic essence of system of public procurements of the Russian Federation: question of implementation of the principle of efficiency of use of budgetary funds

This article is devoted to consideration of theoretical aspects of creation of modern system of public procurements of the Russian Federation. In article author provided approach to understanding of essence of this system. Author's definition of a purchasing system is also given. It is noted that the system state purchases represents the difficult concept including a number of certain elements and also communications between them. In general functioning of system of state procurements is directed to implementation of the principle of efficiency of use of budgetary funds.
