The article highlights the principal economic aspects of managing tourism under the plummeting stability of the industry markets. The author shows the dynamics of the Russian tourism market development, defines the role and significance of the tour operating financial provision and lays out the guidelines to improve the sit- uation through setting up a joint security (insurance) fund of tour operators.
