Economic bases of development of international humanitarian activity on an example the issue of education

In this article the example of issue of human development is used for showing the correlation of changes in international humanitarian activities and global economic changes. The three main stages is described, when the economic benefits motivate people to the development of international education policy. In addition, the causes that affect the public mood on this issue is described.
