Economic consequences of energy supply tariffs regulation for the Khabarovsk territory population

In accordance with the concept of public utility, an access to energy services as vital necessity must be provided for all groups of the population. To achieve this goal, the state regulates tariffs for electricity and heat energy and implements support measures for the consumers based on their income level. The ongoing reform of the heat and power markets suggests a change in approaches to tariff regulation. The work highlights the factors that determine the availability of energy supply services for the population. On the example of the Khabarovsk Territory municipalities, it is shown the differentiation of factors and its influence on the economic affordability of energy supply services. The authors assess social impact of the proposed changes on the tariff policy. It has been established that a reduction of the population's solvency due to the tariffs growth will require changes in the scale and measures of social support from the budgets.
