The correlation of education and economic development, which was studied by the American economists Th. Schultz and G. Becker in the second half of the 20th century and which lay the foundations of the theory of human capital, became topical for Russian economists as early as the late 19th century. Local councils in Russia paid much attention to improving mass literacy level, which was seen as a foundation of prosperity and economic development.
