The economics of the state of preschool educational system (the retrospective analysis)

In the retrospective analysis of the development of the state system of pre-school education we found pattern: the increase in the intensity of the state influence on it always stimulated its rapid development. This is explained by the peculiarity of this social system, designed to perform the functions of social protection of children. In addition, it was found that the degradation of the system in the 1990s was stimulated not so much the fact of decrease of birth rate, how many inefficient state management. In connection with this, to stimulate intensification of its development, the basis of improving the state management should be a continuous monitoring that can be quickly and adequately track and manage all significant dysfunction of the system.
