Economic and legal aspects of municipal investment activities

The state of the investment sphere in the Moscow region as a whole directly depends on the investment activities carried out at the municipal level, which, in turn, is largely determined by the investment potential of the municipalities that make up the region. The key factor in the investment development of regions and municipalities is a balanced system of strategic planning. The article is devoted to the analysis of the legal and economic foundations of municipalities’ investment activities. As a result of the analysis of normative legal acts, both general and special, the authors have identified three main ways of legal regulation of investment activity – permissions, bindings and prohibitions, and give examples of their application. In this regard, it is necessary to assess the main parameters determining the content of the regional socio-economic development strategy, including the evaluation of the main approaches to the formulation of general goals, mission and development priorities at the local level.
