"Electronic informational and educational environment" in universities: legal and practical aspects

On the basis of regulatory documents, the author proves that the obligation to create an electronic informational and educational environment is derived from the form of training used in an educational institution. Creators of Federal State Educational Standards (generation 3+), having obliged all universities without exception to have EIES, regardless of the forms of education, made the mistake leading to great waste of money. The author considers the most expedient version of electronic document circulation in the university to be the MS Office software package under an academic license or Apache OpenOffice with a free license.
