Electronic commerce: the strategic directions of the state in development and problems of legal regulation

The problem of improvement of mechanisms of development of electronic trading busy all modern states today. The states define for themselves strategic tasks and vectors of development of the relevant legislation. The author investigates the main regulations in the sphere of development of electronic trading, expected researches of growth of electronic commerce and also the reasons weakening its development. The main conclusion formulated by the author is based on value of separately allocated direction of electronic commerce within the national programs implemented by the state. Such way can promote removal of many barriers on the way of development of electronic trading in Russia. It is emphasized that development of electronic trading is possible only on condition of real consumer confidence to it that it is impossible without effective mechanism of protection of their rights. Owners of electronic platforms, aggregating information on goods and services, the legislation in the field of consumer protection has to be observed absolutely. Digitalization renders as positive effect on development of electronic trading, including cross-border, however developments are accompanied by problems of legal regulation. In article the author, taking into account the last changes of the relevant legislation, focuses attention on a perspective of consumer protection in their legal relationship with professional participants of the consumer market on the platform of electronic commerce.
