Electronic activation in public procurements: problems and prospects

Today, the contract procurement system is one of the most important activities of executive authorities. This system began to take shape with the aim of comprehensively improving the state order and increasing its efficiency, as well as reducing the corruption component and developing competition. Nevertheless, the digitalization of the processes of state regulation of the economy requires constant improvement in this area as well. The article is devoted to the study of the subject of digitalization of public procurement for public needs in the direction of the introduction of electronic actuation. The features of electronic validation in public procurement are considered, the main definitions of electronic validation are formulated as the exchange of documents on the acceptance of goods, works, services in the performance of state and municipal contracts in accordance with Law No. 44-FZ “On the contract system in the field of procurement of goods, works, services for ensuring state and municipal needs” in electronic format through the functionality of the personal account of the customer and the supplier of a unified information system. The procedure of electronic activation is described, which is the formation of an electronic document on the acceptance of goods, works or services and signing it with an electronic signature of each of the parties directly on the digital platform of the unified information system for public procurement, problem areas for the implementation of electronic registration are identified.
