Modern information and communication technologies raise the scientific level and quality of management systems, they ensure operative processing of the vast body of social information, a more effective interaction of the governmental bodies and population, institutes of civil society, and a permanent feedback. This enables creation of a modern and highly effective system of the state management - a kind of "electronic government", which would be able to improve substantially the activities of the governmental bodies in all spheres of the national economy at the federal and regional levels.
