E-government in Russia as a tool for political internet communication

The study analyzes the phenomenon of Russian e-government and highlights its aspects and development stages considering previous achievements through the system, institutional, and historical approaches. The author concludes that the specific nature of the Russian e-government implies its formalization and a weak focus on the representation of citizens’ interests. In addition, there are three e-government development stages in Russia: 1) the 1950s - the creation of the State Automated Control System; 2) 1962-1991 - the establishment of the Nationwide Automated Data Processing and Control System; 3) 2008 - till present - the development and implementation of the current e-government project.
