Digital communication at the municipal level of the administrative management: the way to involve citizens in city development (the case of Izhevsk)

The authors analyze digital communications initiated by the public authorities of Izhevsk. The aim of the article is to describe and evaluate current communication activity at the municipal level of the administrative management and to define the problem areas as well as opportunities for the further e-communications and e-participation development. The importance of the research is conditioned by the proceeding of the reform of the local self-governments and implementation of the federal program «Information Society (2011-2020)». The author notes the fact that official web-site of Izhevsk public authorities offers a very limited number of services that could potentially provide e-participation.
