Emergence of economic clusters: mechanisms, specifics of cross-border and cross-aquatic areas, the role of maritime industries

The article is aimed at identifying the specifics and mechanisms of cluster emergence in cross-border areas. Considering urgent geo-economic problems, the emergence of cluster integration is considered to be an additional ‘strength resource’ for bilateral foreign economic relations due to spatial-economic effects and cyclic coherence of organizational potential. The study reveals the specificity of the emergence within maritime clusters, which determines their comparatively high resistance.
