The article attempts to periodize the process of development of multifunctional public services centers, carried out on the introduction of new principles and forms for servicing. The need for this study is due to the processes of digitalization of public administration. It has a significant impact on operational decisions and tasks, which implementation should ensure the achievement of the new structure targets. Collection of information on administrative reform based on public services modernization according the Federal Law «Organization of state and municipal services provision». The authors identify problems and main results at each stage of development of multifunctional public services centers. As a result of studying the chronology of development of multifunctional public services centers, the main stages (formation, development, digitalization) are identified. Each stage has own goals and objectives, certain principles and models of providing public services to the population.
