The evolution of directing regulation of the use of artificial intelligence in the United States on the example of federal administrative institutions

This article analyzes the evolution of regulatory frameworks for the use of artificial intelligence (AI) in the United States, focusing on federal administrative agencies. It examines the stages of AI policy development, from the exploration of potential and risks under the Obama administration, through increased investment and the integration of AI into government management under the Trump administration, to the emphasis on security, ethics, and trust in AI under the Biden administration. A comparative analysis of the US and Russian approaches to AI regulation is conducted, highlighting differences in priorities and mechanisms. The experience of other countries (China, UAE) in the development and regulation of AI is considered. The importance of international cooperation is emphasized, as well as the need for Russia to develop its own strategy that ensures technological sovereignty and the protection of human rights.
