Evolution of new public management: logic of efficiency, productivity and management of public values

Development of democracy raises level of requirements to quality of public administration. Modern societies strengthen control over the activities of the state organizations, demanding not only economic efficiency and productivity, but also ensuring of customer-oriented results of activity (public values).The public values management contradicts to economic criteria of the efficiency, as it is focused on an assessment of satisfaction with the quality of public values by the applicants.
