Introduction: representation of scientists and thinkers of the functions of the state are due to lengthy processes of perception and awareness of the human reality, search for the true spirit and purpose of the state. Purpose: the article analyzes the conception of the substance and content of the concept of «functions of the state». Methods: methodological basis of the research is a set of methods of scientific knowledge, of which the leading place is occupied by the dialectical method. The article also used scientific methods of research (dialectic, analysis and synthesis). Results: the basis of prevailing in Soviet legal literature approach in determining the nature and content of the analyzed concepts are representations of the gradual aging of the most common activities of the state of its homogeneous species (sides). Alternative approach was based on viewing state functions as state’s social purpose within the country and beyond its borders. It allowed to distinguish the state functions themselves from activities of the state for their implementation. Both approaches have proponents in contemporary literature. However, the public discussion about the specifics of state regulation led to an understanding state functions as specific mechanism of state regulation on public relations defining the main directions and content of its activity of governing a society. Conclusions: in the study of the concepts of the theory of functions of the state, which primarily applies the concept of «state functions» should be based on a specially-legal analysis of the philosophical category of «activity» as well as the definition of the object, the subjects and content of state activity. Necessary to carry out functions of the state system of research, based on the formulation of an objective justification that would avoid subjectivity in modeling functions of the state.
