The concept of evolutionary control is introduced for open composite systems and its content is uncovered. The necessity of creation of the theory of evolutionary control on the basis holistic (integrated) approach is substantiated. The pattern of this theory including an ontology of control procedures, situational empirical base, system of limitations, calculus and metaknowledge intended for supplying of the users with the information for control by problem solving is offered. The necessity of join enumerated components in a uniform developing system of knowledge in frameworks by a special organized computer environment is shown. The significance of integration problem of knowledge suspected their continued acquisition, verification, accumulation inside computer and providing of access to them users is underlined. It is affirmed, that the calculus of the theory of evolutionary control of complex systems should be based both on formal procedures realized with computers, and on informal conclusions of persons who takes a decisions. For simulation of processes of collective choice the expediency of usage multiagent systems realized by the way of a web of the interdependent modular program systems, basing on knowledge is justified.
