The study analyzes the Russian government policy on the management of outlying ethnic regions in the 19th century. The purpose of the research is to discuss the problem of public administration by a case study of South Georgia annexed by Russia in 1829. Based on a historical and legal analysis, the paper demonstrates the specific nature of governance and administrative imperial reforms in Akhaltsikhe Territory. The archives help the authors examine the establishment and reforms of civil and military authorities involved in the management of the region; methods and forms of management; measures to integrate the region under review into the Russian Empire. The study emphasizes the legal regulations serving the basis for governance reforms in the region. The research analyzes the issues of land tenure and management, the class relations in Akhaltsikhe Territory after joining Russia. The authors concluded that reforms were progressively implemented in accordance with the overall trends in the eastern parts of Russia. South Georgia was gradually integrated into the political and legal space of the Russian empire in the Georgian local context.
