The article deals with the social science of the ancient Greek philosopher Heraclitus of Ephesus. In his book "The State", and Heraclitus was the one who used this notion for the first time in the European sociological tradition, he determined the ways of creating the perfect state. For this purpose, Heraclitus used general philosophical laws: the law of governance, the law of opposites, and the law of universal formation.
