On the history of the energetic power system of Volgograd region. Functioning of the power system after the second wave of liberal reforms (2000-s)

The article deals with the analysis of the energetic power system reform and its post-reform condition in Volgograd region in 2000-ss. The author points out the stages of the restructuring and defines the main causes of the crisis in the energetics at the regional level.
