To the concept of balanced development of the sectoral economy (using the example of transport)

The article extends J. Von Neumann’s notion of balanced development to the industry level due to the introduced measures of unbalanced with the growth of gross domestic product (hereinafter - GDP) development. The article substantiates the use of 4 main indicators of balanced growth of the industry and several additional indicators: gross value added, net export, investment and labor productivity to various measures of their deviation from the GDP growth rate. The article analyzes the balanced development of the transport sector of the Belarusian economy in the period after 2010. The transport sector is important for the Republic of Belarus as one of the main ones in the formation of exports of services. The proposed methodology of balanced development of the sector and the allocation of classes of balance are applied to analyze the balanced development of the transport sector of the Republic of Belarus. The years of its balanced and unbalanced development are established. The article contains the methodology of the analysis of the branch development balanced with the GDP growth, which is based upon 4 key indicators of the branch growth, 4 introduced measures of unbalanced development, and 3 formulated classes of balance. The methodology is applied to the analysis of the development of the Belarusian transport industry. It was found that out of the last 12 years, 7 years it developed in a balanced way, 3 years (2011, 2013 and 2020) - unbalanced, and in 2010 and 2015. - In 2010 and 2015 it was conditionally balanced. At the same time, for 12 years as a whole the industry was developing as slowly as the country (average annual GDP growth of 1.6%): GVA grew at 1% per year, labor productivity at 1.6%, investment at 2.3%, and net exports at 2%.
