Constants and factors of properties of carbon nanotubes at nanolevel are calculated. The quantum effects allowing further to use covering of a surface by carbon nanotubes against icing and other adverse climatic factors are considered. Technological parameters of creation of thin films on rigid and plastic bases and their influence on electric, elastic and other properties of a surface are investigated.
