To clarify the methodological approach to assessing the entrepreneurial potential of local territory

The entrepreneurial potential of a local territory, administratively identified as an urban settlement, should be subject to regular assessment, since the level of its development and the degree of its implementation has a significant impact on the socio-economic space of the city, and, accordingly, on the welfare of the population permanently residing in the territory. As the subject of evaluation procedures, entrepreneurial potential is a complex category consisting of a number of private potentials that collectively form the institutional environment of the city: marketing potential; logistics potential; territorial conditions; digital potential; human resources potential. The essence of the approach proposed by the authors to assessing the entrepreneurial potential of the city is to assess each of the private potentials, which can be assessed through a set of specialized indicators characterizing the degree of use of certain factors of the institutional environment of the city. Digital values of private indicators using the classical graphical method of “radar”, within which a polygon of the entrepreneurial potential of the city is formed. Through the ratio of the area of the corresponding polygon to the area of the evaluation circle, the level of use of the entrepreneurial potential formed in the urban socio-economic space is expressed. The application of the proposed approach to the assessment of the entrepreneurial potential of a local territory allows for effective monitoring of its use.
