To traffic safety issue: qualification requirements to separate categories of workers of land transport

In the study actual problems of the admission to work of separate categories of workers of land transport are discussed. The question of the admission of persons to work is inseparably linked with qualification requirements imposed by the employer to the worker and the competitor. In Soviet (and then and in Russian) law the regulation of the matter was provided with the qualification reference books (ETKS, EKS). Now the transition from application of qualification reference books to application of professional standards which are urged to reflect labor functions and qualification requirements, taking into account the requirements of time is carried out. Before the law enforcement official there is a question of a priority of norms at employment and registration of the employment contract. The question of the employment of separate categories of workers of land transport becomes complicated both due to absence of corresponding professional standards, and available contradictions established by qualifications of the Ministry of Transport of the Russian Federation to workers of motor and land electric transport...
