On issue of state and municipal regulation of entrepreneurial activity (on an example of Primorye territory)

The authors studied the problem of forming a new economic institutions based on fixed regulatory rules, regulations, designed to increase the effectiveness of state regulation of business activity in Russia. The subjects of the article are the forms and methods of state regulation of the activity of small and medium-sized businesses through the formation of the regulatory impact assessment of the institute. The aim is to identify problems in the sphere of state regulation and support of the factors hindering the development of entrepreneurship. The analysis revealed that the emerging institution should enhance the effectiveness of entrepreneurship and strengthen public indirect regulation. One of the promising directions of the Institute of Regulatory Impact assessment should be the development of youth business, able to involve young resources and ensure the creation of millions of new jobs.
