Industrial and municipal pollution of the Tom river alongside water scarcity in dry years contributed to unsatisfactory situation of the river basin. The urgency of the problem stems from the fact that Tom is the main source of industrial and municipal water supply of cities and at the same time it bears functions of the wastewater receiver. To improve ecological situation in the basin of the Tom river, it was decided to construct the Krapivinsk hydro-system, started in 1975 and abandoned without a completion in 1989. The questions of expediency of the construction renewal from the point of water management efficiency and carrying out complex water management and water security measures are analyzed. The need to develop a basin scheme for the Tom River is noted to justify design decisions for rational water use, taking into account the regulation of flow and the distribution of energy capacity.
